Mr. Mohammad Saiful Islam became the Secretary of the Energy and Mineral Resources Division under the Ministry of Power, Energy and Mineral Resources on October 7, 2024. Previously, he served as Additional Secretary of the Budget Wing in the Finance Division. A member of the 15th batch of the Bangladesh Civil Service (Administration Cadre), he completed his education at Mirzapur Cadet College. He earned both Bachelor's and Master's degrees in International Relations from the University of Dhaka. He later obtained a second Master's in Public Finance and Economic Management from the University of Birmingham, UK.
Since beginning his career in 1995 as an Assistant Commissioner in Cox’s Bazar, Mr. Islam has held various roles, including Assistant Commissioner (Land) and Upazila Nirbahi Officer, gaining valuable insights into public administration. He has worked in the Ministry of Health and has been part of the Finance Division since 2008, focusing on enhancing public financial accountability. His expertise includes project management and has consulted on a World Bank-funded project.
Mr. Islam has played a key role in developing the Integrated Budget and Accounting System (iBAS) for the government of Bangladesh, improving financial operations. He also specializes in the Budget and Accounting System (BACS) and contributed to the Automated Challan, a web-based revenue collection platform that enhances cash management efficiency. As National Program Director for the Strengthening Public Financial Management Program, he has worked to improve service delivery.
In addition to his administrative roles, Mr. Islam is dedicated to mentoring future public financial management professionals, serving as a resource person at various institutions, including the Institute of Public Finance and the Bangladesh Public Administration Training Centre. He is originally from Mymensingh, is married, and has two sons.
